REFERENCE RESOLUTIONS (Floor committees availed themselves of the opportunity to refer petitioners to certain boards and commissons before bringing their concerns to a convention of the Synod [Resolution A]Jor to refer them to actions already taken by previous conventions [Resolution B}. Both of these composite resolutions were considered by the convention as part of the agenda- setting process. At that time the convention had the opportunity of amending both resolutions by referring specific items back to a floor committee for their further consideration.)
