The Secretary of the Synod together with the chairman of the Committee on Elections shall tabulate the nominations and shall report to the convention by means of the convention manual the names of all clergymen who have received at least five nominating votes for the office of President or First Vice-President. PROPOSED WORDING d. The Secretary of the Synod, with the approval of the synodical Board of Directors, may engage an external auditing firm to tabulate the nominations and shall report to the convention by means of the convention manual the names and tallies of all clergymen who have received nominating votes for the office of President and First Vice-President. Action: Adopted as amended (4). (The committee added “and tallies” and replaced “at least five” with “nominating.” The amendment: “shall engage” was changed to “may engage.”) To Revise Bylaw 1.27 c (Acceptance of Overtures) RESOLUTION 5-14 Overture 5-72 (CW, pp. 192—193) WHEREAS, The Commission on Constitutional Matters proposed a revision of Bylaw 1.27 c at the past two conventions of the Synod; therefore be it Resolved, That Bylaw 1.27 c be revised to read: PRESENT WORDING c. PROPOSED WORDING c. Overtures with reference to a case in which a member has been suspended or expelled and which is at present in the process of or subject to appeal, as well as overtures which, upon advice of legal counsel, may subject the Synod or the corporate officers of the Synod to civil action for libel or slander, shall not be accepted for convention consideration. Action: Adopted (7). (Amendments to restore “which contain defamatory allegations” and “or in matters for which the Constitution or Bylaws have provided specific procedures” both failed.)
