Concordia Retirement and Welfare Plans of The Lutheran Church — Missouri Synod We have examined the financial statements of the Con- cordia Plans of The Lutheran Church — Missouri Synod as of December 31, 1968. Our examination was made in accor- dance with generally accepted auditing standards, and ac- cordingly included such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances. Our examination did not include a review of the ac- tuarial basis of the Concordia Retirement Plan, upon which an independent report is made by the Plan’s consulting actuaries. In our opinion, subject to our comment on the actuarial basis of the Concordia Retirement Plan, the accompanying statements of financial condition and related summaries of operations present fairly the financial position of the Con- cordia Plans of The Lutheran Church — Missouri Synod at December 31, 1968, and the results of their operations for the year then ended, in conformity with generally accepted accounting principles applied on a basis consistent with that of the prior year. Tracy B. Witton & COMPANY Certified Public Accountants St. Louis, Missouri February 10, 1969 (12-07) To Engage in 30-Million-Dollar Offering for Relief and Inner-City Ministries Wuereas, Christianity exists in a struggling, con- fused, and rapidly changing world wherein poverty, dis- ease. malnutrition, and starvation are needlessly de- stroying tens of millions of lives annually; and Wuereas, The vast bulk of our Synod’s, Districts’, and congregations’ financial efforts (including the recent Ebenezer offering) seems to be directed to self-service programs, however good these programs may be: and Wuereas, Such ecclesiastical self-service in the midst of almost unbelievable suffering by many millions, both at home and abroad, seems contrary to the whole min- istry of mercy and healing as seen in the lives of Christ and the apostles in the New Testament (cf.. e. g., Matt. and Wuereas, The opportunities for rich and total min- istries in our nation’s huge metropolitan inner cities seem ripe and limitless, while our pastors and parishes engaged in such ministries generally suffer from a gross lack of financial resources; and Wuereas, Our current synodical and congregational concern for building new buildings is one of several emphases which prohibit us from engaging in the afore- mentioned Christlike ministries on a large scale basis; therefore be it Resolved, That the Synod engage in a large, special $30,000,000 offering to be gathered over a 2-year span, the funds to be divided as follows: Lutheran World Relief Inner-city Research and Ministries and be it further Resolved, That synodical officers be directed im- mediately to effect revisions and additions to our annual budgets to clear the way for a much greater synodical ministry to poor, oppressed, diseased, and starving peo- ples; and be it further $15,000,000 $15,000,000 Resolved, That to implement these resolutions, the Synod declare an immediate moratorium on all synodical building programs -not yet begun, except for any such programs as may be directly and explicitly designed to effect immediate economizing measures; and be it finally Resolved, That the Synod advise all her Districts and congregations to undertake similar financial re- forms, building moratoriums. ete. and provide them with necessary counsel and help the better to conduct such ministries of Christian compassion within their own environs.
