Studies show that the college already meets or has made substantial progress toward meeting the criteria which the Board for Higher Education presented to the New York convention for changing a 2-year into a 4-year college. These are the areas of student potential, availability of space, discontinuance of the preparatory school, development of faculty, growth of library, and exploration of finances. 5. Substantial and persistent support for this devel- opment has been given through the resolutions adopted by the Atlantic, Eastern, and Southeastern Districts and from pastoral and teachers conferences. (6-83) To Extend Program at Bronxville Whereas, Concordia Collegiate Institute, Bronxville, N.Y., serves the densely populated eastern United States, of which the Eastern District of the Synod forms a vital sector; and Wuereas, The Institute in phasing out its Academy Department is concentrating on the junior college pro- gram, enhancing its efforts through remarkable faculty developments; and Wuereas, Junior colleges are held in lower regard in the educational systems of the East more than in many other parts of the nation; and Wuereas, The need for recruitment of ministerial and teacher students continues to plague the church; and WHEREAS, There is great need for a liberal arts col- lege to serve Lutheran young men and women in this highly populous region; and Wuereas, Consideration must be given to the train- ing of full-time church workers from the East to serve the church through a variety of ministries in the unique environs in which they were reared; there- fore be it Resolved, That the Eastern District petition The Lu- theran Church — Missouri Synod at its 1969 convention in Denver, Colo., to extend the program of Concordia Collegiate Institute, Bronxville, N. Y., to a 4-year liberal arts college; and be it further Resolved, That such course include terminal teacher training, full pretheological preparation, and training in such specialized ministries as may be demanded by de- veloping needs of the church. CLARENCE W. Rase, Secretary (6-84) To Develop 4-Year Program at Bronxville The Board of Directors of the Atlantic District peti- tions The Lutheran Church — Missouri Synod, assem- bled in convention at Denver, July 11—19, 1969, to grant authorization for the development of Concordia Col- legiate Institute, Bronxville, N. Y., into a 4-year Lu- theran college. Among the considerations which prompt the board to urge this development are the following: A. The persistent favorable sentiments of the Atlan- tic District for such an expansion. The District has presented overtures to the meetings of the Synod in 1959, 1962, 1965, and 1967 urging an upward extension of Concordia’s program. In the judgment of the board this sentiment continues unchanged and unabated. B. Such an expansion would further strengthen our Lutheran Church and its flourishing parish school sys- tem in the eastern region of our country, the region in which there is both a substantial Lutheran constituency and a very large segment of our country’s population. C. Such a development would aid significantly in the recruitment of students since it would obviate transfer to another campus after the first 2 years. D. Concordia, Bronxville, has successfully included a growing number of general students on its campus since 1936 and thus is in a unique position to help the church experiment more fully with this important as- pect of its future program of higher education. E. In addition, a 4-year college program would make possible a greater participation in current and future programs of state aid available to students and their parents in the eastern region of our country than is now possible at the junior college level.
