Boarp oF CONTROL CONCORDIA SENIOR COLLEGE ALLEN H. FEDpER, Chairman W. Leroy BIESENTHAL, Secretary (6-62) To Revise Church Work Deposit Fee Program Whereas, The purpose for refunding the church work deposit fee to a graduate of a synodical school is to rec- ognize his service as a minister in the church: and Wuereas, The present plan, in which a student is refunded the total amount of the deposit (maximum of $560) at the time when he is inducted or installed into office, makes no distinction between those who give longer service: therefore be it Resolved, That beginning with the graduates of the class of 1971, each student be given one fourth of the amount of his church work deposit fee during the first year when he is installed or inducted into office. and that one fourth of the fee be refunded during each of the next 3 years in which he serves in one of the min- istries of the church. Boarp For HIGHER EpUCATION SAMUEL GOLTERMANN, Asst. Exec. Sec. (6-63) To Change Language Requirements and Other Standards WuHereEas, The growing shortage of pastors in our church is due to a certain degree to the inability of stu- dents to master the language requirements; and Wuereas, There is a growing desire to have more clergymen of minority races, and many have not the cultural background to meet our present standards: and Wuereas, It is fairly obvious that many men, trained well but without learning all the languages now re- quired, could well serve many congregations and work excellently in many city situations: therefore be it Resolved, That the California and Nevada District memorialize the Synod at Denver, 1969, to study the feasibility of training men at our terminal schools for the ordained ministry, trained to serve well but not obligated to meet language requirements and other standards not attainable by some fine candidates for our clergy. CALIFORNIA AND NeEvapa DIstTRIcT Cart A. WALLIs, Secretary (6-64) To Introduce Required Courses in Evangelism Whereas, The primary task of the church is to share the Good News in Christ; and Wuereas, The “full-time” workers (pastors, teach- ers, deaconesses, and lay workers) are not only to be equipped to lead souls through Christ to glory but also to equip the saints; and WuereEAs, The church must constantly be concerned with any apparent deficiency in the theological knowl- edge and techniques of evangelism; therefore be it Resolved, That we commend those synodical schools which have courses in evangelism and encourage them to continue and supplement the same; and be it further Resolved, That we request the Board for Higher Education and the faculties of our synodical schools to arrange for and institute required courses in the theol- ogy and techniques of evangelism and also arrange for on-campus presentations and programs by individuals and or groups conversant with and successful in the techniques of evangelism.
