St. Paut’s LUTHERAN CHURCH Brookfield, Ill. TERENCE E. Cove, Secretary (6-58) To Change Requirements for Tenure Wuereas, The present Bylaws permit the electing of teachers of religion and.‘or theology in our Synod’s in- stitutions of higher learning who are not graduates of a theological seminary or teachers college affiliated with our Synod by the use of the word “ordinarily,” to wit: f, Eligibility for Tenure: Ordinarily candidates for teach- ing positions with tenure on the Synod’s instructional staffs shall be graduates of a theological seminary or teachers college affiliated with the Synod or have achieved the status of Lutheran pastor or teacher by colloquy or have acquired similar status in a church body in fellow- ship with the Synod. (Bylaws, Par, 6.53 f; see also 6.53 e) and Wuereas, Laymen may be better qualified than pas- tors or teachers of the Synod to teach in certain areas such as mathematics and science: therefore be it Resolved, That Par. 6.53 f of our synodical Handbook be revised so that it permits lay members of our con- gregations who hold the sound Lutheran faith to teach in areas other than theology and/or religion in which they are qualified; and be it further Resolved, That the word “ordinarily” be removed or such revision as is necessary be made so that only those who are in confessional agreement with our Synod be permitted to teach on our Synod’s instruc- tional staffs. Goop SHEPHERD LUTHERAN CHURCH Lake Villa, Il. Witrorp N. PaLtMER, Secretary KENNETH F. HASKELL, Pastor (6-59) To Revise Tenure Requirements (Bylaw 6.53 f) The Board of Control of Concordia Collegiate Insti- tute, Bronxville, N. Y., petitions The Lutheran Church EDUCATION 327 — Missouri Synod at its Denver convention in July 1969 to revise Paragraph 6.53f of the Handbook, “Eligibility for Tenure,” so that lay persons who have demonstrated an understanding of and commitment to the position of the Lutheran Church may qualify for tenure more gen- erally without the requirement of a colloquy or gradua- tion from one of our seminaries or teachers colleges. Reasons: 1. This change would make tenure positions avail- able to many other qualified persons. 2. Graduates of our Lutheran university and of secu- lar universities, who have both understanding and com- mitment to the Lutheran position, find the formal re- quirement of a colloquy, in virtually every case, aS an obstacle to serving on synodical staffs. 3. Responsibility for determining the qualifications may well be placed upon the administration and the Board of Control who, on the basis of personal inter- views, can satisfy themselves regarding the qualifications of the person proposed for tenure. 4. The purpose of this change is to enlarge the avail- able personnel for synodical faculties by adding dedi- cated Lutheran scholars to this group without the for- mality of a colloquy. The suggestion is not intended to dilute or depreciate commitment as a qualification for faculty service. Boarp oF CONTROL CoNncorRDIA COLLEGIATE INSTITUTE Bronxville, N. Y. Rozsert C. Haupt, Secretary (6-60) To Upgrade Professors’ and Teachers’ Salary Structure Resolved, That the Atlantic District petition The Lutheran Church — Missouri Synod at the Denver con- vention in 1969 to upgrade the salary structure of our professors and teachers at our synodical schools; and because of the urgency of this matter, to implement these changes as quickly as possible, increasing their salaries to conform more with salaries of men in similar positions at other colleges and secular schools. ATLANTIC DISTRICT Ricuarp C. Hintz, Secretary (6-61) To Improve Salary Scales for Synodical Professors Wuereas. The Board of Control of this ministerial college is increasingly concerned over its continuing inability to carry out its assigned responsibility for “the general welfare of its instructional staff members” (Handbook, 6.39c) under existing salary scales; and Wuereas, Each and every aspect of the Synod’s total program is ultimately dependent, under God, on the Synod’s capacity to train highly qualified ministers in adequate quantity to lead its thousands of parishes and to serve in the other ministries it conducts; and
