These recommendations are not to be construed as binding on the Electors. b. The election shall proceed then as outlined in Handbook Bylaw 6.117, “Elections.” However, the Elec- tors have the ultimate responsibility and authority to elect any nominee from the list of candidates whom they judge to be qualified. They shall in no way be bound to or unduly influenced by the recommendations of the faculty committee. Grace LUTHERAN CHURCH Smithville, Tex. Fioyp Noack, Secretary (6-52) To Adopt New Method of Electing College Presidents Wuereas, The choosing or selecting of a synodical school president is of vital interest to all members of our beloved Synod; and Wuereas, The president of a synodical school (insti- tution) functions as an executive officer of the Board of Control of the school (institution) and thus repre- sents the Synod in administering educational policy; and Wuereas, Bylaw 6.113, “Faculty Committee in Elec- tion of President” (see synodical Handbook, p.140, in conjunction with Bylaw 6.111 and Bylaw 6.117 of Hand- book), in effect gives a committee of the faculty author- ity to limit the electors to calling or choosing or electing a candidate from the list of nominees selected by the faculty committee from the total list of nominees; and Wuereas, The above-mentioned authority to screen out nominees amounts to a “veto” power by the faculty of a synodical school (institution) through its commit- tee and so makes it possible for a faculty to in effect block the execution of the will of the Synod acting through its electors; and Wuereas, The accepted practice in American institu- tions of higher learning calls for the faculty to be given an opportunity to express its judgment in the selection of a president but reserves the power of decision in completely unabridged form for those charged with the power — the governance of the institution — that is, re- gents or Board of Control, etc.; therefore be it Resolved, That Bylaw 6.113, “Faculty Committee in Election of a President,” in the synodical Handbook be deleted; and be it further Resolved, That a new Bylaw 6.118 be added: “Elec- tion of a President to a Synodical School (Institution) in the Event a President Is to Be Called to an Insti- tution”: a. A faculty committee elected by the faculty will be asked to make recommendations to the electors. These recommendations are not to be construed as binding on the electors. b. The election shall then proceed as outlined in Hand- book Bylaw 6.117, “Elections.” However, the electors have the ultimate responsibility and authority to elect any nominee from the list of candidates whom they judge to be qualified. They shall in no way be bound to or unduly influenced by the recommendations of the faculty committee. IMMANUEL LUTHERAN CHURCH Olivette, Mo. R. W. Roettcer, Secretary WALTER J. HoFFMANN, Pastor (6-53) To Include Board of Control and Faculty Committee in Making Recommendations for Presidency of Synodical Institutions Wuereas, The selecting of the president of a synodi- cal institution is of vital interest and importance to the congregations and members of the Synod; and Wuereas, The president is an executive officer of the Board of Control of that institution, to which he is called, and represents the school in public and to the congregations of the Synod; and Wuereas, It is beneficial that a committee of the faculty be able to give its considered judgment and recommendations to the electors choosing a new presi- dent for the school but not to exercise complete au- thority or veto power over names given in nomination for the presidency of that institution; and Whereas, Bylaw 6.113 of the synodical Constitution (Handbook, p. 140) does make possible and grant such power of elimination of possible candidates, which au- thority should rest solely with the electors; therefore be it Resolved, That Bylaw 6.113 be clarified and made more responsive to the will of the Synod, acting through its regularly prescribed electors, by the incorporation of the phrase “The Board of Control of the institution. together with” so that the Bylaw reads: 6.113 Election of President of a Synodical School The Board of Control of the institution, together with a faculty committee elected by the faculty, shall perform such analytical functions and make recommendations in the event that a president is to be called for an institution. St. Joun’s LUTHERAN CHURCH Peru, Ind. Huco ENGELBRECHT, Secretary Raupu N. DaANIELSEN, Pastor (6-54) To Amend Method of Electing Professors and Presidents of Synodical Institutions Wuereas, The present method of electing a professor for a synodical institution calls for election from a list prepared and approved by the president of the institu- tion; and Wuereas, Election of an institution’s president is made from a list supplied and approved by a faculty committee of the institution; and Wuereas, The Board of Control of the institution, the Board for Higher Education, the District President and the synodical President have one vote each (a total
