NAZARETH LUTHERAN CHURCH Buffalo, N. Y. Donatp J. SAMpson, Secretary (6-49) To Amend Colloquy Requirements for Seminary Students Whereas, An increasing number of men who hold membership in The Lutheran Church — Missouri Synod have chosen to matriculate for the ordained ministry at seminaries of other Lutheran bodies; and WHEREAS, Many of these men desire to serve in the ministry of The Lutheran Church — Missouri Synod upon graduation: and Whereas, The present colloquy requirements tend to create hardships in terms of finances and time; and WHEREAS, Draft status, vicarage placement, and like matters present a constant dilemma to them; there- fore be it Resolved, That the colloquy requirements of one full academic year of resident training in one of our Synod’s seminaries (4.61a) be deleted for men studying for the ordained ministry at all recognized and accredited Lu- theran seminaries; and be it further Resolved, That for a student who has fulfilled a sat- isfactory vicarage assignment under the auspices of the seminary he has attended, the colloquy requirement to serve a vicarage (4.61 b) be deleted. GEORGE W. BORNEMANN, Counselor ENGLISH DISTRICT CHICAGO WEST SUBURBAN CIRCUIT (6-50) To Correlate Training Programs for Professional Ministries Wuereas, The urgency of God's mission requires the best-trained professional ministry possible: and WHEREAS, There is a growing tendency toward parish leadership that is made up of a team of professional ministers; and Wuereas, This type of leadership requires specialists who have certain common experience and training; and Wuereas, The common need of all segments of the professional ministry for basic training in theology, ed- ucation, administration, and certain general branches of learning would seem to indicate that a more com- pletely correlated program of training professional min- isters of the Word would be educationally more de- sirable and administratively more efficient; therefore be it Resolved, That the Synod instruct the Board for Higher Education and the Board of Parish Education to investigate the possibility and feasibility of develop~ ing a more completely correlated program for training pastors, teachers. and other professional ministers of the Word. TEACHER ALFRED B. KIRCHHOFF Rev. Evpor C. KAIsEr Springfield, Ill. (6-51) To Change Procedure for Electing President of Educational Institution Wuereas, The choosing or selecting of a synodical school president is of vital interest to all members of our beloved Synod; and Wuereas, The president of a synodical school (insti- tution) functions as an executive officer of the Board of Control of the school (institution) and thus represents the Synod in administering educational policy; and Wuereas, Bylaw 6.113, “Faculty Committee in Elec- tion of President’ (see synodical Handbook, p. 132, in conjunction with Bylaw 6.111 and Bylaw 6.117), in effect gives a committee of the faculty authority to limit the electors to calling or choosing or electing a candidate from the list of nominees selected by the faculty com- mittee from the total list of nominees; and WuereEAS, The above-mentioned authority to screen out nominees amounts to a veto power by the faculty of a synodical school (institution) through its commit- tee and so makes it possible for a faculty to in effect block the execution of the will of the synod acting through its electors; and Wuereas, The accepted practice in American institu- tions of higher learning calls for the faculty to be given an opportunity to express its judgment in the selection of a president but reserves the power of decision in completely unabridged form for those charged with the power — the governance of the institution, that is, re- gents or board of control, etc.; therefore be it Resolved, That Bylaw 6.113, “Faculty Committee in Election of a President,” in the synodical Handbook be deleted: and be it further Resolved, That a new Bylaw, 6.118, be added: “Elec- tion of a President to a Synodical School (Institution) in the Event a President Is to Be Called to an Institu- tion”: a.
