Boarp OF CONTROL ConcorDIA TEACHERS COLLEGE Seward, Nebr. Henry W. NIERMANN, Chairman Oscar W. Wik, Secretary W. Tu. Janzow, Executive Officer (6-46) To Give Authority to Restructure Higher Education System Wuereas, The maintainance of a number of small colleges has been costly to the Synod in relation to bene- fits received; and Whereas, A number of schools located closer to each other than necessary in our day of rapid transportation and in areas which are rural or near no population cen- ter or other institution of learning, thereby depriving both students and faculty of opportunities for broader education, culture, or opportunities to serve the church; and Wuereas, Our own provincialism is causing each area to hold out for its own school rather than seeing the needs of the whole church so that to close or move an existing school would cause much strife on a convention floor; therefore be it Resolved, That the Denver convention empower the Board for Higher Education together with the District Presidents and representatives of each school’s Board of Control to restudy the whole higher education system of the Synod and take action to close, combine, or relocate schools if necessary; That any new schools established be located near population centers where the church is dynamic and growing so that students and faculty may more effec- tively serve the church, and that preference be given to sites near secular universities or close to larger li- braries and other cultural advantages; and That a moratorium be declared on further building projects at any school where the future is in doubt until the above steps are taken. St. Joun’s LUTHERAN CHURCH El Segundo, Calif. Pau. M. LutrmMann, Secretary (6-47) To Delegate to a Special Council Final Decision on Establishing, Altering, and Closing Colleges Wuereas, It is difficult for delegates in convention assembled to make intelligent judgments regarding such complicated and far-reaching matters as the establish- ment of new colleges, the closing of existing colleges, or the major alteration of the institutional purpose of existing colleges; therefore be it Resolved, That henceforth the final decision regard- ing the establishment of new colleges, the closing of existing colleges, and the major alteration of institu- tional purpose of existing colleges (the term college be- ing used to refer to all institutions of higher education) be delegated to a Higher Education Council consisting of one representative from each synodical District to be appointed by each District President and to be con- vened, as needed, by the President of the Synod.
