(6-44) To Form Panel for Critical Evaluation of Synodical Educational System WHEREAS, Our Synod with the rest of contemporary Christianity is experiencing much difficulty demonstrat- ing to the world our nature and function as God’s servant church; and Wuereas, This difficulty is nowhere more obvious than in our introverted financial goals; and WuerEAS, It is uncertain whether or not our pre- paratory high schools, preministerial colleges, teachers colleges, and seminaries are presently the best and/or most economical ways to fulfill our total synodical tasks in especially higher education; e. g.: We have no synodical institutions of higher edu- cation for the bulk of our young people who are not entering full-time church work. It seems most reasonable and helpful not to cloister theology today but rather to provide a ripe climate wherein theology can have healthful and challenging intercourse with the other disciplines; and WHEREAS, It is logical to conclude that much of the great cost of our higher educational system is to be found in the duplication of campuses (17 of them, with new ones being planned) while our professors are being grossly underpaid; therefore be it Resolved, That a panel of impartial educational ex- perts from the Synod, but in no way tied to the synodical educational system as faculty or administrative person- nel, be formed critically to evaluate the aforementioned current situation and to provide concrete solutions and proposals at the next synodical convention whereby we may be able to fulfill our whole task in higher education in hopefully better, broader, and more eco- nomical ways, including in their study at least the following possibility: the establishment (perhaps jointly with other Lu- theran bodies?) of large, academically excellent universities, strategically located in terms of popula- tion and geography, each of which would have good schools of education and divinity to supply the needs of our preaching and teaching ministries. In any case, the panel should seek to achieve the goal of enabling our Synod to provide the best possible edu- cation for the largest number of Lutheran young people at the lowest possible cost.
