CouLece FEasiBitity STUDY COMMITTEE CALIFORNIA AND Nevapa DISTRICT Water H. HartKorr, Secretary Martin H. WERFELMANN, Chairman (6-42) To Build Educational Institution at Irvine, Calif. Wuereas, Southern California is the most populous center on the West Coast, with 12.5 million people in residence who comprise one half of the population in the three coastal states and 40 percent of the population in the 11 western states, and has grown more than twice as fast as the national average; and Wuereas, Southern California will continue to grow at an unprecedented rate in the future (inasmuch as it now has 60 percent of the state’s population in the 14 southern California counties; the California Depart- ment of Finance has projected that by 1980 66 percent of the population will be living in the ten southern counties of the state); and Wuereas, The Lutheran Church — Missouri Synod has 223 congregations in the southern California area, more than our church body has in any other comparable area on the West Coast; and Wuereas, The Lutheran Church — Missouri Synod continues to have the largest Lutheran constituency of any Lutheran body on the West Coast for a specific regional area; and the Southern California District of The Lutheran Church — Missouri Synod continues to evangelize in this area by opening new missions; and Wuereas, The Board for Higher Education previously had been given authority by the Synod (1959) to in- vestigate educational sites in California (an evaluation of 88 sites in southern California for the location of a Lutheran college took place prior to the selection of Irvine as the best possible educational site in Califor- nia); and PRESENT WORDING 6.11 Meetings with the Faculties The Board for Higher Education shall call a meeting of the faculties of the Synod’s educational institutions when in its judgment the welfare of the Synod’s educational work requires such a meeting for the purpose of studying, co- ordinating, and improving the educational policies, standards, procedures, and curricula of the Synod’s educational insti- tutions. No member of any faculty shall be excused except Wuereas, The educational site at Irvine is one of the four best sites where our Lutheran Church — Missouri Synod operates 17 educational institutions in the United States and probably the best academic site of all because of its close proximity to a major academic institution (University of California at Irvine — 27,500 enrollment by 1985) in an area of large Lutheran population and future growth; and Wuereas, Synodical resolutions in Cleveland, Ohio, in 1962 (Proceedings, p. 79, Res. 1-22) and reaffirmed in Detroit, Mich., in 1965 (Proceedings, p. 144, Res. 6-26) directed the Board for Higher Education to construct a Lutheran college immediately in southern California; and Wuereas, The property at Irvine, Calif., has been purchased, architectural plans by the John Carl War- necke Firm have been approved and paid for, and a Board of Control for Irvine College has been chosen and is presently functioning; and Wuereas, The proposal made by some to have the Board for Higher Education seek alignment with Cali- fornia Lutheran College at Thousand Oaks, Calif., has proven to be impractical — economically, academically, geographically, and otherwise; and Wuereas, Further delay in construction continues to cost the Synod valuable dollars (U.S. Department of Commerce Cost Index reveals that there has been a 17 percent increase in building costs from January 1965 to November 1968; and as of March 1969 there has been a significant increase in prime interest rates); therefore be it Resolved, That the Board for Higher Education of The Lutheran Church — Missouri Synod be directed to act now on the pertinent resolutions of the Detroit and Cleveland conventions of the Synod; and be it further Resolved, That the synodical Board of Directors ex- ercise the authority granted to borrow the necessary funds for capital investments forthwith (Res. 4-08, New York convention, 1967, Proceedings, p. 106) so that the college at Irvine can be built without further delay.
