Boarp OF DIRECTORS SOUTHERN DISTRICT LotHar KuEINHANS, Secretary (4-24) To Provide Semester of Study for 20-Year Pastors Recognizing the value and necessity of the continued professional growth of the pastors of Synod: concerned about the swift currents of social change and upheaval: and realizing that it is difficult to keep abreast of con- temporary theological study: therefore be it Resolved, That The Lutheran Church — Missouri Synod, meeting in convention in Denver, Colorado, July 1969, implement and make possible a program for pastors who have served faithfully for at least 20 years to have at least one semester of time to devote to per- sonal study and growth in academic surroundings. The resolution is submitted to the Synod for a num- ber of reasons: 1. Since most pastors do not live in the vicinity of an institution of higher learning whose courses would foster theological growth and understanding, it would be necessary to obtain the services of a vicar or a re- tired pastor to grant them a leave of absence for study. 2. The average congregation cannot financially af- ford to release the pastor for any sustained period of time. 3. The Synod, therefore, should on a regional basis make available to congregations whose pastors have served 20 years a short-term replacement person, either a vicar or a recent seminary graduate. 4. Professors of all institutions of higher learning receive sabbatical leave. Pastors, who are expected to meet people on every plane of life and living, should have the same options as do our professors in institu- tions of higher learning. Curist LuTHERAN CHURCH Albany, N. Y. ARTHUR H. GeruarDT, Pastor (4-25) To Send “Workbook” and “Proceedings” to All Lay Members of Boards and Commissions After Their Election Wuereas, Laymen who are elected or reelected to boards and commissions of the Synod are able to render effective service only if they are fully informed on their area of responsibility and on the total program of the Synod; and Wuereas, The Convention Workbook and the Pro- ceedings of the Synod contain the information and the resolutions with which all lay members of boards and commissions ought to be familiar; therefore be it Resolved, That all lay members elected or reelected to boards and commissions of the Synod receive a copy of the Convention Workbook and the Proceedings of the Synod as soon as possible after their election or re- election, ZI0N LUTHERAN CHURCH Bay City, Mich. L. N. Wuitman, Secretary (4-26) To Initiate Unified Mailing WHEREAS, There is an increasing amount of materials, reports, and literature reaching the desks of pastors and other administrators from the various offices and boards of both the District and the Synod as well as from the publishing house; and Wuereas, The result of such scattered mailings is that they frequently receive little or no attention; and Wuereas, A unified monthly or bimonthly mailing has proved to be beneficial in The American Lutheran Church; and Wuereas, A unified monthly or bimonthly mailing might well prove to be economically advantageous: and Whereas, A unified monthly or bimonthly mailing might well assist the offices and boards of the District and the Synod and also the publishing house in selecting the most important materials for mailing and in cutting down on the verbosity; and Wuereas, A unified monthly or bimonthly mailing might well receive more careful attention from the pas- tors and other administrators than the present scattered approach: therefore be it Resolved, That our District memorialize The Lu- theran Church — Missouri Synod to begin a monthly or bimonthly mailing in the pattern of the present uni- fied mailing of The American Lutheran Church, for all offices and boards, along with the publishing house. Micuican DIstTRIcT Epwin H. Roeurs, Secretary (4-27) To Recognize Part-time Ministries Need Wuereas, There is a shortage of professionally trained ministers, with 425 pastoral vacancies in the United States and even more in our sister churches overseas, and these can be expected to increase in the future: and WHEREAS, Many of these congregations are too small to support a full-time pastor or lay assistant, yet closing the congregations would hamper Christian education and outreach in those communities and sharing a pastor would deprive many of them of a resident pastor; and
