Warrington, Fla., Julian D. Beck, chair- man. (4-18) Immanuel Lutheran Congregation, Danbury. Conn., Karl Epple, Chairman: Richard Polzin, Secretary; Hans A. Voss, Pastor. (4-19) Holy Cross Lutheran Church, Oxford, Mich., John Razinski, Secretary: Thomas Berlin, President. (4-20) To Stress Advisory Function of Council of Presidents Wuereas, The growth of our church has brought with it increased labors, problems, and decisions for the synodical President; and Wuereas, The world unrest has increased the ten- sions and problems within the church also, which fall upon the shoulders of the synodical President; and Wuereas, The Synod ought not expect one man to make such weighty decisions that may affect the future of the whole church; therefore be it Resolved, That in matters of doctrine, practice, and policy that affect the whole church the Council of Presi- dents shall advise and counsel with the synodical Presi- dent, and the synodical President shall call upon the Council of Presidents to advise him in matters of doc- trine, practice. and synodical policy. Pastors OF CIRCUIT 5 Kansas DISTRICT C. H. Born, Chairman C. C. Nreman, Counselor (4-21) To Reduce All Synodical and District Boards to Maximum of 9 Members Wuereas, Christians are directed by God to be good stewards of all their blessings in all aspects of life; and Wuereas, The Lutheran Church — Missouri Synod is somewhat hampered by bulky and crowded commit- tees and boards, and such oversized boards and com- mittees are poor stewardship of time and money; and Wuexeas, It is desirable. in the interest of good stew- ardship, that economy and efficiency be the order of the day for the administrative work of the Synod and its Districts: therefore be it Resclved, That The Lutheran Church — Missouri Synod declare itself dedicated to good stewardship and express thanks to God for His many blessings; and be it finally Resolved, That all synodical boards and committees be reduced to a maximum size of nine members for greater economy and efficiency. St, PAuL LUTHERAN CHURCH Shreveport, La. Ken McCue.ian, Secretary RIcHaRD JOHNSTON, President WiiLiaM E, WousREcHT, Pastor (4-22) To Reinstate in Budget Administrative Expenses for World Relief Wuereas, Poverty and hunger continue to take their shocking toll within the human family; and Wuereas, The brutalities of war continue to bring suffering to countless people, disrupting families and driving them from their homes and homelands; and Wuereas, The prospect of solution for these and re- lated problems appears unpromising; and Wuerzas, In obedience to the Savior’s command and example the Synod’s Board of World Relief has played an increasingly significant role in ministering to the needy in many parts of the world; and Wuereas, Furthermore, this ministry of compassion constitutes a strong Christian witness in support of the Gospel of Christ; and Wuereas, It is desirable that the Synod demonstrate in a tangible way that it heartily supports this mission of mercy; and Wuereas, As a token of its approval and support the Synod at the New York convention in 1967 resolved that an allocation to cover administrative expenses be rein- stated in the synodical budget (Resolution 9-04); and Wuereas, By decision of the Board of Directors of the Synod this resolution will not be carried out in 1969 and World Relief is not scheduled to receive even a small token of assistance from the synodical treasury; and Wuereas, The urgency of the New York resolution, both in terms of need and in terms of moral support, is as valid today as it was then; therefore be it Resolved, That an allocation to cover basic administrative World Relief costs be reinstated in the synodical budget, retroactive to the beginning of the fiscal year; That the Board of World Relief be authorized to con- tinue to solicit needed funds for basic relief operations; and That the Board of World Relief be encouraged to pursue its work of compassion courageously and reso- lutely as a challenge to the church for the exercise of the greatest of the Christian virtues — 1 Cor. 13.
