Rev. C. L, RHOADES Chicago, Il. (4-12) To Implement Autonomy for Lutheran Church — Canada Wuereas, The Lutheran Church — Missouri Synod has been encouraging its mission churches in all foreign lands to be the church in their homeland in the fullest possible sense; and Wuereas, The three Districts of The Lutheran Church — Missouri Synod in Canada, together with the congre- gations of the English District in Canada, have been operating these past 10 years as a federation known as Lutheran Church — Canada; and Wuereas, The example of the Evangelical Lutheran Church of Canada as an autonomous Lutheran Church on Canadian soil has been an encouraging one; and Wuereas, The Lutheran Church — Missouri Synod has in previous conventions (Cleveland, Resolution 6- 36. and Detroit, Resolution 4-28) encouraged the Lu- theran Church — Canada to proceed with plans to build up a strong indigenous Lutheran Church in Canada; therefore be it Resolved, That The Lutheran Church — Missouri Synod grant authority to the Lutheran Church — Can- ada together with the officials of The Lutheran Church — Missouri Synod for the implementation of autonomy of Lutheran Church — Canada contingent on the fa- yourable result of a forthcoming referendum of congre- gations of the Lutheran Church — Canada. LUTHERAN CHURCH — CANADA (ALBERTA AND BRITISH COLUMBIA DISTRICT MANITOBA AND SASKATCHEWAN DISTRICT Ontario DisTRICT) T. L. Ristine, President Maynarp F. Po.tiEx, Secretary (4-13) To Make Board for Higher Education an Elective Board Wuereas, A memorial was submitted to the general convention of The Lutheran Church — Missouri Synod, assembled in New York, 1967 (5-31, Convention Work- book, p. 131), requesting that the Board for Higher Edu- cation and other boards and commissions be made elec- tive; and Wuereas, This memorial was at that convention re- ferred to the Council of Administrators for inclusion in its study (Proceedings, p. 120); and Wuereas, The Council of Administrators, charged with the task of “drawing up a statement of principle according to which a synodical board, commission, coun- cil, or committee should be made either elective or ap- pointive” (Proceedings, 1967, p. 120), had not had the opportunity between the 1965 Detroit convention and the 1967 New York convention to complete its assign- ment; and Wuereas, The congregation signed below still shares the concern of the advisability of making the constitu- tional change whereby the Board for Higher Education become directly responsible to and be elected by the general Synod as is the case with other primary boards; and Wuereas, This constitutional change would give the general church body the responsibility of sharing in the establishing of policies and the selection of personnel in the agencies that, under God, produce our future pas- tors and teachers; therefore be it Resolved, That the convention met in Denver in 1969 also give consideration to this question and that it be respectfully requested to effect this change; and be it further Resolved, That this matter not be referred to the Council of Administrators, which in this instance not only is being asked to judge a matter in which some of its personnel are involved but which deals with such a large scope of synodical functions; and be it further Resolved, That upon authorization by this conven- tion the Commission on Constitutional Matters be in- structed to place this resolution into the proper frame- work, taking into account all other boards and commis- sions whose office or tenure should be designated by the Synod itself, and subsequently effect the necessary Handbook alterations; and be it finally Resolved, That the Synod recognize in this request the desire to establish both a uniformity and a closer relationship between the legislative and administrative bodies in God’s church redounding to His glory. St, Pau, LUTHERAN CHURCH Round Lake, Il. FreD SCHLEG, Chairman DELMAR MAASEL, Secretary Martin C. Lopaus, Pastor (4-14) To Increase Membership of Stewardship Board Wuereas, The Stewardship Board of the Synod is persuaded that its board membership is too small to effectively plan and implement its board and varied programs of service to the congregations of the Synod; therefore be it Resolved, That The Lutheran Church — Missouri Synod, in convention at Denver, increase the member-
