(4-05) Report of Synodical Services Commission At the beginning of the present biennium, Dr. Harms, in making the appointment of the Synodical Services Commission, reappointed three former members to a 4- year term: Dr. Allen Nauss, Dr. Raymond Hilgert, and Pastor Victor M. Selle. Mr. Paul Weeke, who also for- merly served, had two more years to serve on this com- mission. Vice-President Wittmer was appointed as chairman of the commission and Rev. John F. Gaertner, Director of Personnel, as advisory member. During the course of the biennium five meetings were held at the Lutheran Building with the specific concern being the screening of all names submitted in nomination for eight executive offices in the church: 1. The Executive Director of the Lutheran Church — Missouri Synod Foundation 2. The Secretary for Latin America 3. The Executive Secretary of the Board for Young People’s Work (new) 4. The Executive Secretary for the Commission on Social Action (new) . The Secretary for Campus Ministries 5 6. The Assistant Secretary of Evangelism 7. The Stewardship Counselor 8 . The Executive Secretary for World Relief Two hundred thirty-two (232) names were submitted in nomination for these various offices, and in each in- stance at least four names were submitted to the re- spective board or commission involved for consideration of those deemed most qualified for the specific position. In the case of the Executive Secretary for the Commis- sion on Social Action, a second list was submitted at the request of the commission. In each instance except three (Social Action, Campus Ministry, and World Relief) PROPOSED WORDING complete successive terms; and the members of commissions shall be ineligible for reappointment to the same commis- sions after serving a total of two complete successive terms; provided, however, that such officers, members of boards, or members of commissions may become eligible again for elec- tion or appointment to the same office, board or commission after an interval of 2 or more years. 12.19 Executive and Staff In accord with synodical personnel policies and practices, the board shall engage or dismiss the general manager of the station. 15.03 Representatives at Large Recommendation: to delete this category as a Bylaw pro- vision. Other program boards use advisory groups comprised of persons selected from the synodical Districts. the commission is happy to report as of this date that the positions have been filled from the lists of those qualified. In the case of the Secretary for Latin America, the Secretary for Campus Ministries, and the Assistant Sec- retary of Evangelism, these nominations did not of ne- cessity come under the scrutiny of this commission. However, the Department of Missions had asked us to review the same in the same manner in which the ex- ecutive offices are screened, and this was done without question, in order that an objective evaluation might also be made in the nomination of these offices. We again appreciated the services of Rev. John Gaertner and his staff in requesting nominations, ob- taining the necessary evaluations, and then submitting in profile form all reports on nominees for the review of the commission. We find this service has been of great value not only in obtaining the information on nominees in a uniform manner but also in maintaining a comprehensive file on all nominees, so that when a name appears for review a second and third time, past information can be as valuable as present findings. In this way your commission has again sought to fulfill its responsibilities to the church by making the screen- ing of nominees as objective as possible, maintaining the fullest confidence in the evaluation of candidates, and then submitting to the respective board or commis- sion involved all information necessary for it to make the best possible choice of leadership for effective King- dom work. The commission also wishes to express its gratitude for the splendid cooperation on the part of those con- sulted for profiles and bespeaks the continued prayers of the church for its assigned task.
