Implementation of New York Resolutions The New York convention adopted several resolu- tions involving the Board of Directors either in their implementation or in further study. We herewith sub- mit a report on these assignments. ~ A. Separation of Stewardship Responsibilities from Fund-Raising Responsibilities. Resolution 4-39 asked the board to study this matter further and to make rec- ommendations to the Denver convention. The board provided for necessary experimentation by authorizing the Board for Stewardship, Mission Education, and Pro- motion to engage a man specifically in the field of needs and resources. B. Evangelism. The same resolution asked the board to study further the possible creation of a Board of Evangelism. For the time being this remains the re- sponsibility of the Board for Missions. C. Property Guidelines for Districts. These guide- lines, implied in Resolution 4-06, have been developed by the Synod’s legal counsel and adopted by the Board of Directors. D. Housing Concerns. In order to implement the convention resolution concerning housing, the board authorized the Board of Social Ministry to fill the staff position of Director of Housing Concerns and granted a loan of $15,000 from the Contingency Reserve Fund to initiate the program. E. Pension Fund. The convention called for certain revisions in the Pension Plan for Pastors and Teachers (Res. 10-25 and 10-06). The necessary legal resolutions were prepared by legal counsel and adopted by the board. F. Gathering Account. As a result of the restudy authorized by Resolution 4-11 the board approved a new receipts voucher form which eliminates the Gathering Account. G. Faculty Salaries. The board authorized the re- vision of salary schedules in harmony with Resolution 6-11, H. New Forms of Church Government (Res. 4-18). Some of the concerns of this resolution have been met by the recommendations being presented by the board concerning District realignments; some of the concerns are being covered by studies carried on both by the Commission on Mission and Ministry in the Church and by the St. Louis Seminary Graduate School. I. Financial Appeals (Res. 4-19). The substance of this resolution has been made part of a larger study of financial appeals by independent but church-related groups. J. Synodical Flags. The board still failed to find it financially feasible to supply every District with a syn- odical flag (Resolution 4-36). K. St. Paul High School. The board took the re- quired favorable action regarding the St.Paul high school (Res. 6-54). L. Federal Programs (Res.9-05). This resolution called for the gathering and transmission of information regarding a wide spectrum of federal programs. Some of this work is being done through the Department of Public Relations and some of it through the Washington office of the Lutheran Council in the U.S. A., but further study will be given to this rapidly increasing area of concern. M. Dissolution of Synodical Conference. The re- quired steps were taken for the dissolution of the Lu- theran Synodical Conference (Res. 3-10). N. Upgrading Selma. Several actions were taken
