These churches would have at least two pastors, one of which is trained for deaf work. If necessary, the pastor for the deaf would have some (or all) of his salary and the expenses involved with deaf work paid by deaf missions. These “hearing and deaf” churches would have the advantage of encouraging hearing Christians to go into deaf work either on a volunteer basis or as a vocation. ASCENSION LUTHERAN CHURCH North Olmsted, Ohio Frep GUELKER, Secretary (1-15) To Investigate Use of Mission Funds for Special Ministries Wuereas, The mission staff of The Lutheran Church — Missouri Synod has a department of special minis- tries; and Wuereas, At the present time and in the past the mission staff is disbursing funds to various organiza- tions, such as East Bay Conference on Religion and Race; and Wuereas, Resolution 3-23 of the New York conven- tion does not specify funds; and Whereas, There is no soul accounting or definite control of these funds; and Wuereas, In instances it is known that “mission funds” are to be given with “no strings attached and no questions asked”; therefore be it Resolved, That all special ministries be fully inves- tigated by the Board of Directors of the Synod; and be it further Resolved, That only after complete investigation and approval by the Board of Directors shall such mission funds be disbursed. MessiaH LUTHERAN CHURCH Citrus Heights, Calif. R. C. Mack, Pastor RIcHarp Sutton, President (1-16) To Retain Supervision of Campus Ministry Instead of Delegating It to LCUSA Wuereas, The Lutheran Council in the U.S. A. was established “‘to provide greater opportunity for the par- ticipating bodies to work cooperatively in areas of Christian service acceptable to them” (Detroit Proceed- ings, Resolution 3-12, p. 110); and Wuereas, The Lutheran Council in the U.S. A. was established to provide a forum for discussion studies and surveys for the participating bodies (Constitution of LCUSA, Article V: Functions); and WuHereAs, The Lutheran campus ministry, as we view its purposes in The Lutheran Church — Missouri Synod, is worship-centered and deals directly with the admin- istration of the Word and sacrament; and Wuereas, The constituent Lutheran bodies in the LCUSA are being asked to approve a unified campus ministry under the direct supervision of a proposed new division of LCUSA: therefore The Indiana District, by convention action, does herewith petition The Lutheran Church — Missouri Synod, at its Denver convention (1969), to uphold Reso- lution 3-20 adopted at the New York convention (Pro- ceedings, p.102): “That the work of the campus minis- try continue to be the direct administrative responsibil- ity of the synodical Districts,” and that the Synod like- wise uphold the “Policy Statement on Campus Minis- try” adopted at the same convention (New York Con- vention Workbook, Appendix F, p. 52). INDIANA DISTRICT Epcar C. Rakow, President Pat W. ScHwan, Secretary (1-17) To Discipline Campus Pastors Who Engage in Unionistic Practices Wuereas, The news media and our own official peri- odicals from time to time give indications that repre- sentatives of the Missouri Synod campus ministry are engaging in unionistic practices with other religious groups and that these practices are becoming wide- spread; and WHEREAS, There has been little apparent effort to disavow these practices of unionism, nor denials that they have taken place as described in the media men- tioned; and Wuereas, Article VI of the Constitution of The Lu-
