To Visit All Districts and Establish Realistic Expansion Goals RESOLUTION 2-02 Report 201, I, F, pp. 106, 107, Reports and Memorials Wuereas, The church must be established where people have not been reached with the Gospel; and Wuereas, Since 1956 we, working through our Dis- tricts, have not kept pace with our projected goals of establishing new missions, as endorsed by two synodical conventions; and Wuereas, Factors preventing the Synod from reach- ing such established goals include lack of initiative and support from local congregations and inadequate funds, as well as lack of staff for preliminary research and evaluation of these opportunities; therefore be it Resolved, That during the coming three-year period the board carry out a visitation program in each Dis- trict. The aim should be to assist in establishing realistic expansion goals on a short-term and long-range basis; and be it further Resolved, That new expansion goals be determined on the basis of size, location of population growth, and number of unchurched; and be it further Resolved, That especially the larger congregations be encouraged to make full use of expansion possibilities by seeking to establish new missions in adjacent areas of mission opportunity in consultation with the District Mission Board; and be it finally Resolved, That a plan be established for advance site acquisitions, and to that end to place more emphasis on solicitation of moneys for the Church Extension Fund.
