B. Recommend to all congregational welfare committees that
they give every possible assistance to such studies made by District
welfare committees or by voluntary welfare agencies within Synod;
and

C. Direct the Department of Social Welfare to assist District
welfare committees and welfare agencies in the task of studying
newly developing welfare needs among our people and to aid them
in taking appropriate steps to meet these needs.

the Board of Social Welfare

Resolved, That Resolution 4, pages 704—705 of Reports and
Memorials, be adopted.

Action: This resolution was adopted.

Nore: Resolution 4 reads as follows:

Wuereas, According to synodical resolution the Board of So-
cial Welfare is to consist of five (5) members, of whom two (2)
shall be members of the Board of Directors of Associated Lutheran
Charities; and

Wuereas, These restrictions tend to limit the representation
of laymen on the Board, as illustrated by the present Board, which
has only one representative of the laity; and

Wuereas, It would strengthen the Board if there were a better
representation of the laity; therefore be it

Resolved, That the Board of Social Welfare consist of six mem-
bers, rather than five, that a minimum of two (2) of the members
of the Board shall be laymen; and that Section XIII, par. 13.01 of

the synodical Handbook be changed in accordance with this di-
rective.
