Wuereas, The procedure at this convention required all floor
committees which proposed amendments of Sections of the synod-
ical Handbook, or additions thereto, to report these changes to
Floor Committee 6 for the purpose of determining whether any
such amendments or additions might be in conflict with the Con-
stitution of the Synod or other sections of the Bylaws of the
