Wuereas, It is the responsibility of the churches to provide
frequent opportunities for worship, for attendance at Holy Com-
munion, and for Christian education through the church serv-
ice; and

Wuereas, Our people have an increased amount of leisure time,
thus giving them more opportunity to attend church; therefore be it

Resolved, That we encourage the congregations of the Synod
to make greater use of the Christian church year by conducting
a larger number of services, thereby providing greater oppor-
tunities for worship and education in the Word of God.

Action: This resolution was adopted.

Wuereas, Every congregation should continually evaluate its
understanding of its own function in the world and its program
of mutual growth and witness to the world; and

Wuereas, Every congregation should work to equip each mem-
ber for his proper place in this common task; and

Wuereas, Many congregations have found synodically pro-
duced program-planning materials helpful; therefore be it

Resolved, That every congregation, through an over-all plan-
ning council composed of representatives of its constituent boards,
agencies, and groups, evaluate its particular capabilities, oppor-
tunities, and tasks; and be it further

Resolved, That through this same planning council it plan,
organize, and implement a unified parish program of education
and action which will commit the members of the parish to valid
tasks; and be it finally

Resolved, That on the synodical level the leaders of our church
continue to provide for co-ordination of program at the planning
stage —

1. through a general planning council, including the program-

producing synodical executives and the leaders from our national
organizations (LLL, WL, LWML);

2. through the annual publication of Parish Activities.
