Board quite consistently experienced great difficulty.:-g
authors were unable to produce because of their reg
duties at our seminaries, colleges, and in congregations:
years ago Concordia Publishing House asked that certain y
be released to prepare manuscripts. Because of heavy
and lack of sufficient professors the faculties were unable
releases.

The continued preparation of sound theological mate
highly important to the welfare of our Church. I would, th
urgently suggest that the faculties of our seminaries and
be authorized to provide the necessary additional man:
that qualified men may be released to complete assignmé
the Scholarly Commentary and/or the writing of othe
theological materials, and that Concordia Publishing
authorized to subsidize the editorial work out of its surphig:
