That the board recommend to the convention that during the transition period to the new structure adopted by the 1981 convention, Board of Directors members who will have been nominated either in 1983 or 1986 and ruled eligible to serve only a partial term under the CCM opinion, if elected, be allowed to serve a full final six-year term; and be it further Resolved, That the board encourage the President to schedule consideration of this resolution early in the conven- tion before any elections to the board. Board of Directors Herbert Mueller, Secretary To Return to Former Process of Electing Members to the Board of Regents WHEREAS, It is the responsibility of the Synod to govern all the colleges and seminaries of Synod; and WHEREAS, At present three members of the Board of Regents are elected by the District in which the college is located, in addition to the District President of the same District, and only five members are elected at a synodical convention (the two seminaries are excluded from this process); and WHEREAS, There is serious danger that the present system will fragment the educational program of Synod; therefore be it Resolved, That the Central Illinois District memorialize the Synod to return to the former process of electing members of the Board of Regents, namely, that the Synod, meeting in convention, elect the board members, and that the District President in which the college is located serve as a member of the board. Staake 5-61 To Change Election of Regents WHEREAS, The 1981 synodical convention altered the method of election of members of the Board of Regents (formerly Boards of Control) of the various colleges of our Synod; and WHEREAS, The net effect of these changes borders upon local control of such institutions by the respective Districts in which they are located; and WHEREAS, Such a situation is of dubious propriety, and while previous elections under the former rules have tended to select many individuals from the Districts involved and from surrounding Districts, such a high local representation has not been assured; and WHEREAS, Such boards deserve to represent the Synod first, rather than more local interests; therefore be it Resolved, That the requirement calling for the election of one pastor, one teacher and one layperson by the District in which the school is located be removed and the synodical convention elect these individuals; and be it further Resolved, That the Bylaws, Section 6.01, b 2 be revised to provide for such election by the conventions of the Synod.
