Preus Re: New Department of Stewardship and Financial Support I referred to Bill Hanrahan of Community Counselling Service Resolution 12-08 and proposed Bylaws 7.01 - 7.09 amended to reflect the recommendations made to you by Task Force II as indicated in its June 18 letter to you. Mr. Hanrahan has expressed concern that certain of the bylaws seem to dictate the results of the continuity and planning study which Community Counselling Service has already been engaged to perform and which is supported in Resolution 12-08. To alleviate concerns that both he and I have, I suggest the following: Proposed Bylaw 7.01 Delete paragrap since it dictates structure which may or may not be desirable after the completion of the continuity and planning study. Proposed Bylaw 7.07 Bylaw 7.07 proposed by the Task Force dictates structure within the department. I believe the Task Force proposal can be converted to functions, thus allowing flexibility in the ultimate structure based on the results of the continuity and planning study. I therefore recommend the following revised wording: "A field services staff shall be maintained within the department to make deferred and special gift calls throughout the Synod. This staff may be deployed on a regional basis representing the Synod, Districts, colleges, and seminaries as determined by the Board of Directors after prior consultation with such groups and with the approval of the presidents of the Districts involved. The field services staff shall - a. Maintain contact with the presidents of Districts, colleges, and seminaries, District stewardship representatives and representatives of auxiliaries and listed service organizations included in The Lutheran Annual to help coordinate to the extent practical the deferred and special gift activities throughout the Synod and to obtain input toward assuring proper motivation in all stewardship efforts of the Synod.
