Svea At THE LUTHERAN CHURCH - MISSOURI S NCL MEMORANDUM DATE: June 18, 1981 MEMO TO: Ed Happel George Bornemann FROM: Task Force II SUBJECT: New Department of Stewardship and Financial Support Task Force II met yesterday to review some of the actions taken in the floor committee meetings. High on the agenda was the difficulty which now exists between the recommendation of Floor Committee #2 in Res. 2-18 to adopt the Bylaws proposed by Task Force II regarding this new department, and Res. 12-08 prepared by Committee #12. After considerable discussion we would like to recommend to both of you and to your respective committees the following actions to avoid confusion and to bring matters into harmony as well as to pave the way for acceptance of the ideas which have been discussed in both committees. Task Force II recommends: 1. That Committee #2 continue to urge adoption through Res. 2-18 of the pro- posed Bylaws 7.01 to 7.59. 2. That Bylaws 7.01b and 2.721 be retained in spite of the suggestion of some that they now be deleted. The Task Force feels very strongly that the convention should at least put some of tie structure of the new de- partment in place. 3. That Bylaw 7.07 on Field Services not be eliminated but be retained. Task Force II feels that the cooperation of the Districts and of the colleges and seminaries is essential and that this can be obtained best not by a fiat from the Board of Directors but by participation in dis- cussion and even in decision-making. In view of the fact that according to Res. 12-08 the detailed structure of the new department of Stewardship and Finance is to be determined by the Board of Directors, Task Force II considers it advisable to give assurances to the various constituencies involved by adding to the second sentence of Bylaw 7.07 the words: ——_——_———OO eee Mic.
