Dear Bill:

Dr. Preus asked that I share with you the attached June 18 letter detail-
ing further recommendations of Task Force’II regarding the new Department
of Stewardship and Financial Support. In order to help you understand
these changes, we have penciled them in to the prior actions of the floor
committees.

Dr. Preus wants to make sure that these changes have no negative impact
on the Planning Study you will be conducting between now and year end.

He specifically wants nothing done that would hurt the process of getting
the ownership and support of the District Presidents or would create a
delay in implementing recommendations. He has asked that a conference
call be held with you, Dr. Preus, Dr. Herbert Mueller, Secretary of the
Synod and Chairman of the Task Force, and me prior to the July 2 meetings
of the floor committees.

You will recall that Dr. Hyatt is against the adoption of any bylaws for
the Department of Stewardship and Financial Support at this time. He
recommended to Dr. Preus that the CCS Planning Study be completed prior

to the adoption of any bylaws. He appeared to support Resolution 12-08,

a copy of which is attached. This resolution you recall was Dr. Preus'
recommendation to Committee No. 12. Some, however, believe that this
resolution gives a "blank check" to the Board of Directors. They advocate
immediate bylaws to give the Board guidance plus involvement of others
besides the Board in the ultimate approval and implementation of structure
and programs.

Please advise me of your availability for a conference call as well as
the dates you plan on being at the convention. If, as a result of the
call, further recommendations need to be made to the floor committees,
Dr. Preus will provide them.
