Ecclesiastical Administration, Theology, and Church Government The President of the Synod establishes priorities, in cooper- ation with Vice-Presidents, District Presidents, and repre- sentatives of appropriate boards/commissions (CTCR, CCM, Adjudication, etc.). Chart I portrays a proposed process for developing and keeping current a master plan for the Synod. The Executive Planning Group was unable to follow each step of the proposed process detail, but by its experience has learned the value of such a process. Future attempts to revise the master plan will undoubtedly also improve upon the process. Each of the planning units was asked to list its priorities for the 1980s and describe how those priorities related to the mission challenges of the 1980s, as adopted by the 1979 convention. Because of its close ties with the congregation, the Parish Services planning unit recognized the need for congregational input in setting its priorities. A preliminary survey instrument was drafted in consultation with appropriate headquarters staff. Then District executives and board chairmen were asked to complete a pretest version and make recommendations for changes. The final version of the instrument was sent to all parish pastors and congregation chairmen. The results were tabulated and compared with the priorities submitted by the individual parish services units. CHART I Executive Planning Group A Proposed Flow Chart—Master Plan LOCAL PARISHES.
