Beautiful Savior Lutheran Church New Hope, Minn. John E. Radway, President 7-22 To Support Lutheran Youth Fellowship WHEREAS, Lutheran Youth Fellowship has grown at a pace almost unbelievable even to its organizers and leaders; and WHEREAS, LYF provides a much-needed communication network for youth ministry ideas, as well as an organizational structure with which young people can cheerfully identify; and WHEREAS, LYF provides helpful resources (such as LYF Supports) which simplify youth ministry programming for the pastor and/or youth director; therefore be it Resolved, That the Synod thank the Lord for the growth and character of Lutheran Youth Fellowship; and be it further Resolved, That the Synod express its appreciation and support to the Board of Youth Ministry and the entire LYF organization for the good times past and the greater times to come. Memorial Lutheran Church Houston, Tex. Geo. Knudsen, Pastor 7-23 To Support Synodical Youth Gatherings WHEREAS, The 1980 synodical youth gathering at Fort Collins, Colo., was a smashing success; and WHEREAS, The enthusiasm surrounding this event was in large measure due to its nature as a Missouri Synod youth gathering; and WHEREAS, Both a comparison of denominationally articu- lated theological postures of the LCMS and the ALC/LCA (cf. the FODT report) and our actual past experience with “tri- Lutheran” national youth gatherings would indicate that such pan-Lutheran partnership ultimately compromises the Gospel; and WHEREAS, The Board of Youth Ministry has wisely approved another LCMS national youth gathering in 1983, and in a variety of ways has demonstrated its commitment to the doctrinal integrity of our youth ministry endeavors; therefore eit Resolved, That the Synod thank the Lord for the Christ- centered, Scriptural direction being taken by so many of its youth leaders; and be it further Resolved, That the Synod wholeheartedly commend the Board of Youth Ministry for its aggressive, positive approach; and be it further Resolved, That the Synod encourage the Board of Youth Ministry to staff the upcoming 1983 gathering exclusively with Gospel-oriented individuals committed to the Scriptures and the Lutheran Confessions; and be it finally Resolved, That the Synod decline to participate in youth gatherings with church bodies with whom we donot havealtar and pulpit fellowship. Memorial Lutheran Church Houston, Tex. Geo. Knudsen, Pastor 7-24 To Engage Project Director for Black Youth/Young Adults WHEREAS, The Board of Youth Ministry and its staff have been supportive of the concerns and needs of the Black Lutheran community and have always offered its resources and staff to support and assist the ministry of the youth of the Black Lutheran community; and WHEREAS, There is still a need for a Black person to work with the board and staff of Youth Ministry to help the LCMS meet the needs and concerns of our youth more effectively: therefore be it Resolved, That the Synod in convention establish a three- year project to promote and coordinate the ministry with our Black youth and young adults and possibly other minorities in the LCMS; and be it further Resolved, That a Black project director be appointed to work on the Board of Youth Ministry’s staff in cooperation with the Commission on Black Ministry. Commission on Black Ministry Simon Bodley, Chairman 7-25 To Provide Annual Allocations for Scholarly Research Committee WHEREAS, Scholarly research is an indispensable part of our Lutheran Confessional and Biblical mission and witness to our society; and WHEREAS, The Synod very wisely created such a research program in 1948 by establishing a Scholarly Research Com- mittee, presently functioning as a subcommittee of the Com- mission on Church Literature; and WHEREAS, The Synod made possible long-range research projects by establishing the necessary funds to be supplied ona continuing basis, first, by a large grant from the Centennial Thankoffering and then by regular allocations from synodical funds; and WHEREAS, By Res. 7-23 (Convention Proceedings, p. 187) the Dallas convention authorized “an annual appropriation of $25,000 in addition to the amount set aside as the Scholarly Research Fund for the development and republishing of materials deemed necessary for the church by the Commission on Church Literature”; and WHEREAS, The Board of Directors of the Synod did not include in the budgets from 1978 forward any such authorized amount, thereby crippling the work of the Subcommittee on Research; therefore be it Resolved, That the Commission on Church Literature herewith petition the convention of 1981 to mandate the Board of Directors to include the sum of $25,000 in the annual budget for the purposes described; and be it further Resolved, That the amounts not made available annually since 1978 (a total of $75,000) be allocated to the Subcommittee on Research by way of compensating for the losses sustained for the past three years; and be it finally Resolved, That the Board of Directors be directed to add these $75,000 during 1981 to the allocations of $25,000 to be made annually hereafter.
