Walter Edmund Althaus 6-37 To Promote Innovation in Recruitment and Training of Church Leaders WHEREAS, The Lutheran Church—Missouri Synod has undertaken an ambitious program called Forward in Remem- brance to fulfill Christ’s command to make disciples of all nations; and WHEREAS, The LCMS can point to only limited success in recruiting minorities to serve as leaders to bring the saving Gospel to their people; and WHEREAS, Even now only 200 graduates of all races were prepared for placement in 1981; and WHEREAS, It is unreasonable to expect people to move to vastly different sections of our nation to prepare for ministry; and WHEREAS, The church seems to many to be concerned only with the maintenance of the status quo; therefore be it Resolved, That vastly new techniques of recruitment and training be implemented in our great population centers across our nation; and be it further Resolved, That local experts in various fields be used in the training of these leaders. For example, evangelists, counselors, educators, chaplains, and so forth, as are already in residence in the various cities (clinics, universities) without construction of further facilities. Trinity Lutheran Church Waterville, Kans. Charles Johannes, President Curtis Melcher, Pastor 6-38A To Provide All Funding for Colleges and Seminaries and Scholarships to Needy Students Qualified and Dedicated to Full-Time Church Work WHEREAS Inflation and other factors have caused the cost of education at our synodical schools of higher learning to escalate, often beyond the means of many of our members; and WHEREAS, Lower-income family members might be denied the opportunity to serve in full-time church work, although highly qualified and motivated; and WHEREAS, There will be an expanding need for pastors, missionaries, and teachers as our “Forward in Remembrance” program accelerates during the coming years; and WHEREAS, The trend toward greater solicitation of funding by individual colleges and seminaries is not in the best interest of these institutions and our Synod, since such solicitations could result in inequities of funding because of different public relations programs, also resulting in too much independence for these institutions as they go their separate ways; and WHEREAS, It is the Synod’s duty to support all its institu- tions, students, and instructors, with such support coming from “Forward in Remembrance” and normal funding: there- fore be it Resolved, That all our institutions of higher learning be encouraged to practice true stewardship of available funds; and be it further Resolved, That training for full-time church service be available to all members of the Synod regardless of financial status, with invitations for such service extended to all; and be it further Resolved, That our colleges and seminaries be discouraged from the independent solicitation of funds and that the Synod assume full responsibility for the funding of these institutions, including scholarships of up to 75 percent of the total cost of such education for highly qualified and dedicated students who can assume at least 25 percent of such costs, those students having pledged to enter and remain in full-time church work for at least five years; and be it finally Resolved, That our colleges and seminaries be expanded to such an extent that all calls for pastors, missionaries and teachers can be answered and satisfied. St. John Lutheran Church, Owensville, Mo. (Drake) Paul B. Johnson, Secretary Identical or similar: 6-38B Bethel, Westmont, IIl. Roger Zink 6-39 To Inform the Synod Concerning the Financial Condition of Our Synodical Colleges and Act Accordingly WHEREAS, The colleges of our Lutheran Church—Missouri Synod have been encouraged by the Synod to continue their work and even to expand into four-year colleges while receiving less and less of their financing from synodical subsidies; and WHEREAS, Colleges therefore are forced to raise their funds elsewhere, even considering government aid, thereby threaten- ing both the doctrinal integrity and independence of the college; and
